PIA to DPIA

The PIA is undoubtedly on the primary inspiration for the DPIA. There is some mild dispute about the origins of the PIA globally. New Zealand and the Canadian provinces of Ontario, British Colombia, and Alberta are credited by Flaherty as having pioneered PIAs in the sec ond half of the 1990s. A paper by Tancock et al. traces its origin to the mid-1990s when an Australian telco ombudsman, a New Zealand Privacy Commissioner and the US IRS used the term. Clarke, however, identifies a general period 1995–2005 during which the PIA concept emerged and matured, which is probably a more helpful way to understand the emergence of the concept and its usage. Various jurisdictions have developed their own systematised processes since the mid-1990s. However, there is no settled definition of what exactly a PIA is and how it should be managed.
